The incident began during a code enforcement operation outside the Tewa Lodge, responding to complaints about drug use in the area. During this operation, officers encountered Garcia, who initially concealed his identity. After confirming who he was, officers discovered that he had outstanding warrants. While preparing to transport him to jail, officers found Garcia holding a firearm in the back of the patrol car.
